Hello, my name is Courtney Day and I have been a Franklin resident for over 10 years. I live with my husband and three wonderful children, two of which attend Franklin Public Schools. I am a Registered Nurse and currently work for the American Academy of Pediatrics.
I’ve always had a desire to make my community a healthier and safer place to live and raise a family. From 2019-2022 I had the privilege of serving as your Director of Health Services/Health Officer. While employed with the City, I worked closely with many residents, city staff, and elected officials on a variety of issues. As Health Officer, I had to make many difficult choices which required me to do my own research to be able to make public health decisions that I believed were best for the Franklin community. When those decisions were made, I prided myself on having open communication with staff, residents, and businesses on the rationale behind our actions as the Health Department.

On a City level, we need more open lines of communication like this from our elected officials and designated City staff to keep the community informed on issues that may impact them. Effective government relies on two-way communication. We must try to avoid making residents feel like a nuisance for asking questions or wanting more information. Elected officials also need to make sure City staff, the experts in their field, feel respected and valued in their work. This will in turn help with staff retention as well as increase the efficiency of day to day city services.

District 4 is booming with both new residential and commercial development. As the representative for this area of Franklin it is important to make sure these new opportunities continue to match with our City's Master Plan vision and are a good fit for the area they will be built. This will begin with an open door policy to not only those in District 4, but in all areas of the City to ask questions or seek clarification on changes to our neighborhoods from myself and I would encourage other elected officials to do the same.
Even though I now work in the private sector, I never lost the desire to help Franklin grow and thrive. I am familiar with the wonderful things our community has to offer as well as the many opportunities that are available to make it even better for everyone that lives in or visits us. In my time with the City I built strong partnerships with the business community, our industrial park businesses, the school district, and City staff which I believe will make me an excellent candidate for this vacancy. I will be able to hit the ground running with these established relationships to continue moving Franklin forward. A new Day for change has come and I humbly ask for your vote on April 4, 2023.

Integrity & Trust in Government

Let's Talk: Increase frequency and modes of communication between City Hall, residents, and businesses.

City Staff are an Investment: The 2023 Budget includes a fund reserve to assist in succession planning for anticipated retirements as well as funds to complete an updated Compensation Study. Small investments already budgeted to improve the retention of current staff and recruitment for essential vacancies will help to maintain and improve day to day City operations.

It's About Respect: At the end of the day we all want to live in the best version of Franklin possible. We don't always have to agree on how to get there, but we do have to listen to each other's point of view for perspective and govern in a way that is representative for all.

Moving Franklin Forward

Maintain a Balanced Budget: Unfortunately, we can't have it all. City budgets are tight and will only get tighter as years go by. Hard work will be needed to maintain our balanced budget that continues our path of growth and development and excellent City services without straining our existing tax base. I look forward to working with the Finance Director and Finance Committee and other City leaders to keep our spending on track. We need to look for ways we can cut costs when appropriate including applying for grants, consolidating services, and looking for newer more cost effective technology.

Revenue Stewardship: As a part of prioritizing expenses, we must look at some of our existing revenue sources from Impact Fees, Levy from Net New Growth, and the Landfill Fee and ensure they are being utilized as effectively as possible. These resources vary from year to year and are not always a guarantee but can be used to help offset some expenses.

We Can Accept the New While Embracing Our Roots: While Franklin is seeing tremendous growth we need to ensure development aligns with the Master Plan by looking for ways to grow that are mindful of our cultural, agricultural, and natural resources that help to make up our unique rural-suburban-urban community.

New Opportunities are Out There: As we near the end of our current contract with Oak Creek for our water supply, tough decisions will need to be made. Do we absorb a large expense upfront for long term savings? I look forward to working with other City leaders to determine our best path forward regarding this critical resource.

Quality of Life

​​Public Safety: Our first responders are the finest in the county; however as development continues, call volumes increase and put a strain on our resources. This is seen with the issues surrounding Fire Station 2 and getting adequate service to the south side of the City. Right now development is expanding rapidly and it is becoming difficult for us to keep up with meeting industry standards. I support the need to move this station to a better location to optimize service levels and keep our community as safe as possible. As elected officials, it will be up to us to determine the most strategic location and economic way to accomplish the changes needed. We will also need to include residents in the discussions of the changes as well as the final decision through meetings, newsletters, and even the possibility of an advisory referendum.

Connect the Dots: Let's make Franklin a community that welcomes all to our events, schools, and unique recreational attractions. We can start by looking at more affordable housing that matches the jobs available here or brings in young families looking to enroll in our excellent school districts. We want the people that work or live in Franklin to also want to spend time at our businesses and recreational venues as well.

Conservation: From planting native vegetation to help pollinator activity to solidifying annual recycling events, as City leaders we can look for ways support ways to reduce our carbon footprint. If done strategically, many can be accomplished with minimal cost and impact on new development and in day to day activities in the community.
